Officials will disclose that they have gone over well-liked TV shows and completed that not enough sex scenes incorporate the people discussing contraception.
They say that “careful” study of 350 episodes of soap operas and comedies show that only 7% of sex scenes include a conversation between the characters about safe sex.
A report, called Mis-selling Sex, to be launched by the Department of Health, will call on TV writers to comprise more dialogue about condoms and plot lines featuring the cost of unsafe sex such as unwanted pregnancies and diseases.
It will also call for further slang words to be used in order to bond with teenagers.
This comes after David Cameron had a ‘pop’ at singer Lily Allen last week for her sexually explicit lyrics, which he said were inappropriate for children.

Lady Gaga has been presented with an award for her use of accessories, and despite being famed for her bizarre hats, headpieces and jewellery, says her ultimate accessory is ”a condom”.
Lady Gaga says condoms are her favourite accessory.
The fashion-forward singer - who is known forsporting a series of bizarre hats, gloves and shoes - was honoured with a Stylemaker award at the 13th annual Accessories Council Exchange (ACE) Awards on Monday and used her acceptance speech as an opportunity to promote safe sex.
Accepting the award from designer Marc Jacobs, she said: “I think we must all remember that the ultimate accessory is the condom.”
The outspoken singer’s fashion outlook is in contrast to her musical attitude, after she recently said song writing was like “mind-blowing, irresponsible, condomless sex.”
She explained: “Writing a record is like dating a few men at once. You take them to the same restaurants to see if they measure up, and at some point you decide who you like best.
“When you make music or write or create, it’s really your job to have mind-blowing, irresponsible, condomless sex with whatever idea it is you’re writing about at the time.”

The holiday spirit makes people act more freely, especially when you involve alcohol or illegal substances. So whatever your plans for a night out, using a condom will help you avoid waking up with more than a hangover.
You should use a condom for oral sex, too, as some sexually transmitted infections can be passed on this way.

Half shun safe sex with new partner

Alarming research has revealed that 56pc of the population did not use contraception during sex for the first time with a new partner.
Women were found to be more likely than men to bring up the topic of contraception options with a partner.
A total of 45pc of women brought up the topic compared with only 22pc of men.
More than a third of people having sex for the first time made this decision without any planning or consideration for the right time.
“Your life, your body, your choice” is the theme of today’s World Contraception Day which aims to encourage young people and couples to make an informed choice about parenthood at a time that is right for them.

Specifically targeting 18-25-year-olds, the second consecutive World Contraception Day (WCD) is the only worldwide campaign aiming to raise awareness of contraception among men and women and to improve the level of education regarding reproductive and sexual health.
Radio presenter Kelly Osbourne is the global celebrity ambassador for the 2008 campaign.
Dr Shirley McQuade, medical director, Dublin Well Woman Centre said: “We are regularly seeing cases of young men and women who have been misinformed or uneducated on the contraception options available.”
Dr McQuade said that it was vital that young people be given the education to make informed decisions.
